Black Suspect Arrested for 1988 Slaying of White Woman

Portland Police Bureau Cold Case Homicide Unit detectives arrested a 59-year-old man on Thursday for the 1988 homicide of Renee Harvey in Portland.

Detectives said Walter Wayne Howard was arrested in San Diego, California, with the assistance of the San Diego Police Department and the California Department of Corrections.

Howard will be booked into the San Diego County Jail and will await extradition to Oregon.

Authorities said the investigation began on Jan. 15, 1988, when Harvey, 25, was found dead in her residence at 611 Southeast 27th Avenue in the East Buckman Neighborhood.

A friend of Harvey’s went to her residence because Harvey had not answered her phone. Police said the friend was concerned because Harvey was supposed to be home and always answered her phone.

Upon arriving at the residence, the friend noticed that the front door was closed but unlocked. She opened the door, called out for Harvey, and upon receiving no answer, entered the residence.

Police said she found Harvey’s body in the residence and knew immediately that Harvey was dead and called the police.

Homicide Detectives responded and learned that Harvey had been the victim of a burglary earlier in the week. She had been very upset about that crime and was in the process of moving to a new residence when her body was found, police said.

At the time, friends told detectives that Harvey was a single woman who worked as a receptionist and secretary for the Oregon Special Olympics. She had recently moved to Portland from Montana and attended church at the Unitarian Church where she was a member of the choir.

Friends said Harvey was a singer and had recently appeared in a local theater company’s production of “Oklahoma.”

Through investigative means, Cold Case Homicide Unit detectives said they developed leads and were able to identify Howard as the suspect in the homicide.

A Multnomah County Grand Jury is currently hearing evidence in the case.
