A man who was on parole for killing three people in 1978 at the time he sexually assaulted, strangled and beat a Tyler woman to death in 1996 has had a date set for his execution next month.
Robert Ladd, 57, was convicted in a Smith County court in 1997 of killing 38-year-old Vicki Ann Garner, before setting her on fire on Sept. 25, 1996 and taking items from her apartment, including kitchen appliances and food.
Ms. Garner was a client of the Andrews Center and lived in an apartment complex on South Fannin with other mental health clients.
Testimony at Ladd’s trial showed he worked with Ms. Garner and took advantage of that relationship.
At the time of the homicide, Ladd was on parole after serving 13 years in prison for pleading guilty to three other slayings in Dallas. He was sentenced to 40 years for killing an 18-year-old Dallas woman and her two children, ages 3 and 8 months, in 1978. Testimony in that trial showed he stabbed the woman and set her house on fire, killing the family.
The 5th U.S. Circuit Court of Appeals turned down an April appeal that he is ineligible for execution, claiming he is mentally impaired. In 2003, he received a reprieve from the 5th Circuit nine hours before his scheduled execution.
In October, the U.S. Supreme Court rejected Ladd’s appeal and Texas has set the execution date for Jan. 29.
