I’m a little bit confused as to how a bombing that does this to a bus didn’t kill everyone on board. Seriously. This is like: wat?

A bus exploded in Jerusalem on Monday, wounding at least 21 people in what police said was a “terror attack,” raising fears of a return to the Palestinian suicide bombings that ravaged Israeli cities a decade ago.
“There is no doubt that this was a terror attack,” Jerusalem police commissioner Yoram Halevy said. He said it was too early to know the identity of the attacker or if it was a suicide bombing.
“We are investigating where the explosive device came from, who planted it, how it got on the bus. All this is in the initial stages of investigation,” he said.
Police spokesman Micky Rosenfeld said 21 people were wounded in the attack, two seriously, seven moderately and the rest lightly. Another bus and a car nearby were also damaged by the explosion.
Look at that picture above and tell me how it’s possible someone could walk away from that with “light” injuries.
This doesn’t make any sense.
It was not clear how many people were on the bus at the time it exploded. Police said the blast was caused by an explosive device detonated at the back of the bus.
Bus driver Moshe Levy told reporters he checked his bus for bombs twice before he started his journey. He said he was in a traffic jam when “suddenly there was an explosion in the back, I immediately understood it was a terror attack, I opened the doors of the bus so people could escape and told them to get out.”
Israeli Prime Minister Benjamin Netanyahu vowed retaliation. “We will locate those who prepared this explosive device. We will reach the dispatchers. We will also reach those behind them. We will settle the score with these terrorists.”

Everyone on that bus would have died.
I mean – right?
Am I missing something here?
Anyway, this is probably the start of a whole other era in Israeli “retribution.” I think they want to finish off the ethnic cleansing within the borders of former Palestine. They obviously can’t have a pure Jew state, because they don’t do actual work, but they will just bring in Filipinos or what have you after they get rid of these Arabs.
Conspiracy?
It seems to me that it’s possible no one was on that bus. Injured people are shown in videos, but they could have been in the car or the other bus which were also damaged in the explosion.
It seems to me very likely that the Mossad just blew-up an empty bus in order to justify further ethnic cleansing.
But again, maybe I’m missing something. Maybe someone who knows more about explosions than I do can fill me in on how a bombing like that could result in no casualties.
UPDATE:
Initial reports from eye-witnesses claimed that it was an empty bus that exploded, so the injured were all from a bus near the one in the video which is an inferno.
Eye witnesses has said an empty bus caught fire and exploded as a second bus was nearby, injuring at least 15 people, at least two of them seriously. However Israeli police said the incident bore all the hallmarks of a militant attack, and their initial fears have been confirmed.
This makes a lot more sense, and that fact that the police and Netanyahu later changed the story to make it that the bomb was on the bus with people on it proves that they were lying and indicates it was probably done by the Jews themselves.
