A Rockford man has been charged with first-degree murder in connection to the July shooting death of a 67-year-old on the city’s northwest side.
Delano L. Foreman, 29, who was booked Aug. 3 into the Winnebago County Jail on possession of a stolen firearm charge, is being held without bond.
He is scheduled to appear in court at 1:30 p.m. Monday. On July 18, Winnebago County sheriff’s deputies were dispatched to 7609 Owen Center Road for a house fire.

At that time, the body of a male was found deceased inside the residence. Sheriff’s detectives along with members of the crime scene unit responded to the scene to assist with the investigation.
