“Ukraine” means “borderlands.” It is a territory, not a country. That is why it is traditionally called “the Ukraine,” and they made a point some years ago to drop the “the” and start referring to it simply as “Ukraine,” something that still sounds weird to me, having grown up hearing “the Ukraine.”
