Matt Hancock wanted to “deploy” a new Covid variant to “frighten the pants off” the public and ensure they complied with lockdown, leaked messages seen by The Telegraph have revealed.
The Lockdown Files – more than 100,000 WhatsApp messages sent between ministers, officials and others – show how the Government used scare tactics to force compliance and push through lockdowns.
In another message Simon Case, the Cabinet Secretary, said that “the fear/ guilt factor” was “vital” in “ramping up the messaging” during the third national lockdown in Jan 2021.
The previous month, Matt Hancock, the then health secretary, appeared to suggest in one message that a new strain of Covid that had recently emerged would be helpful in preparing the ground for the looming lockdown, by scaring people into compliance.
In a WhatsApp conversation on Dec 13, obtained by The Telegraph, Damon Poole – one of Mr Hancock’s media advisers – informed his boss that Tory MPs were “furious already about the prospect” of stricter Covid measures and suggested “we can roll pitch with the new strain”.
The comment suggested that they believed the strain could be helpful in preparing the ground for a future lockdown and tougher restrictions in the run-up to Christmas 2020.
Mr Hancock then replied: “We frighten the pants off everyone with the new strain.”
Mr Poole agreed, saying: “Yep that’s what will get proper bahviour [sic] change.”
The discussion came two days after Mr Hancock was informed of the emergence of a new variant – known as alpha or the Kent variant, in Dec 2020. A surge in cases later led to the effective cancellation of Christmas on Dec 19.
Mr Hancock expressed his worry that talks over Brexit would dominate headlines and reduce the impact, and probed Mr Poole for his media advice. “When do we deploy the new variant,” asked Mr Hancock.
During the pandemic, the Government was accused of scaremongering but it was denied, with Mr Hancock’s department saying such accusations were “misleading”.
That’s so far the most damning series of exchanges, but we also have Boris admitting everything he did was wrong.
Mr Johnson was worried that he had “blinked too soon” in plunging Britain into a second national lockdown on the basis of data that scientists had warned him was “very wrong”.
He made the observation on Nov 1, 2020 – a day after he had announced a lockdown to come into force on Nov 4. Despite his fears, the lockdown went ahead and lasted for a month.
In one exchange, on Nov 1, 2020, Mr Johnson explained that he had been on a video conference call with scientists Dr Raghib Ali and Dr Carl Heneghan.
He told the WhatsApp group that Dr Heneghan said “the death modelling you have been shown is already very wrong”, as it was out of date having been drawn up three weeks previously.

He went ahead with the policy despite England’s Chief Medical Officer saying there were “no very strong reasons” to do so. It was one of the most controversial of the pandemic and was not finally ended in England until January 2022 – 16 months later.
In WhatsApp messages, Sir Chris appeared ambivalent when asked for his opinion. He said: “No strong reason against in corridors etc, and no very strong reasons for,” adding: “So agree not worth an argument.”

The Government knew there was no “robust rationale” for including children in the “rule of six”, but backed the controversial policy anyway.
Helen Whately, the minister for adult social care, told Mr Hancock on Oct 11, 2020, that she wanted to “loosen on children under 12” in Tier 1 as “it would make such a difference to families and there isn’t a robust rationale for it”.
Mr Hancock, who was then health secretary, did not oppose Mr Whately’s view but instead informed her that Downing Street “don’t want to go there on this… as in No 10. Also on curfew – they don’t want to shift an inch”.

Imagine that these people all knew the whole thing was fake. Of course, we don’t have to imagine that because we already knew that.
If this is the way the British government was behaving, there is a 100% chance the US government was behaving the same way.
Please be aware that everything goes on forever, and when they do leaks like this, they are usually planned to push the next part of the agenda. They will consistently throw their old agendas under the bus to introduce new agendas. Calling out all these people who pushed the virus hoax will be used to introduce a new agenda on the right and also as a way to push the left further into delusion and psychological association with the state. The left absolutely will defend the state doing all of these things.
It may seem like you are going to be able to mock these freaks who supported the concept of a pandemic over this, but when you mock them, they will do nothing but double down and believe in their beloved hoax even harder. We’ve seen this time and time again, and if I understand it and can explain it to you in simple language, you better bet the government understands it and is implementing it to push their agenda.
I know this too well. I never get apologies from anyone who doubted me or accused me of being “schizo” for denying the existence of a pandemic and explaining that this whole concept of “new variants” was a hoax because there was never a virus to begin with.
They renamed the flu. With every new piece of information that comes out, I am proven even more right. Not one thing that has come out has disproved anything I said in March of 2020 about the nature of this virus hoax. But it really does not matter. People are going to believe whatever they want to believe. The people who read me and agree with me are a tiny portion of the public that wants to believe the truth.
It’s a lonely path, but the rewards will be immense.
