Authorities took Evans into custody shortly after the shooting.
Howell was sitting in the passenger seat of a car when he was shot, according to police. Howell’s mother was also in the car but was not injured by a second bullet.
Howell was taken to UAB West and pronounced dead shortly after the shooting.
Evans is also charged with attempted murder of Howell’s mother.
