I don’t think that anyone needs to “plan” running people over with a truck. You just rent the truck and run people over with it. You don’t need instructions.
ISIS “inspires” rather than “plans” these attacks. In their magazine and on their website (protected by Cloudflare, btw) they encourage people to do simple attacks that don’t require planning.
This is a logical system for them to use. Nonstop small-scale attacks are a helluva lot more “terrifying” to a society than a massive one every few years.

The Islamic State’s weekly newsletter claims the terrorist group is culpable in the vehicular terrorist attack allegedly carried out by Sayfullo Saipov that killed eight people in Manhattan, according to Reuters.
The Islamic State (IS, formerly ISIS/ISIL) newsletter, Naba, calls Saipov a “soldier of the caliphate,” according to the SITE Intelligence Group.
Reuters has reported that IS provided no evidence to support its claim. According to SITE, the terrorist group only claimed to have inspired the attack, not coordinated it.
Saipov reportedly admitted to watching IS videos on his cell phone, before mowing down people on a bike path in the Manhattan neighborhood of Tribeca in New York City on Tuesday. Saipov told US officials he was proud of killing eight people and injuring at least 11 others, and he also requested an IS flag be put up in his hospital room.

Saipov told investigators that he chose Tuesday to attack, because it was Halloween, and he expected more people to be out in public. He had hoped to kill more people on the Brooklyn Bridge, but was taken into custody and hospitalized after being shot in the abdomen by police.
We can expect more of these in America. In Europe, it happens several times a day now. They don’t all get reported in international news (I just wrote about the fact that there have been 12 bombings in Sweden over the last 24 days).
As ISIS loses its ground in the Middle East – and it is virtually all gone now – the guys who have been fighting there are going to return to wherever they came from (some of them traveled from America, many from Europe) and start killing people on the streets.
The solution, obviously, is to completely eject all of them.
But no one in the West has the balls, other than Donald Trump, and he’s being cockblocked at every turn by cucks, kikes and shills.
