That is Emmanuel Macron, the President of France, and this a real photograph of a real thing, that happened, in real life.
Why it happened is unclear. And investigations do not appear to be going on or ongoing.
The picture, along with others, was taken in Saint Martin, AKA Messy Nigger Island #17.

Macron has previously been criticized for posing with gayniggers – another case to which the nature of was never investigated.
It is unclear if these sorts of photos break any kind of international law, but they certainly break all codes of social decorum, and are deeply and darkly offensive to the very core.
However, defenders of Macron have pointed out that he is a ride or die nigga, and doesn’t give a fuck.
