Raise the taxes on drugs.
In reality, all this will do is make pharmaceutical companies charge more for medications and force people who actually need them for legitimate reasons to pay more.
It will also cause addicts to need to pay more for illegally obtained drugs, since the dealers will markup their costs even more as a result of the markup of their source. Drug addiction is already playing hell on people’s financial and personal lives, this just makes them broke faster.
