Is Kamala a Real Person?

I don't understand how a real person talks like this but

There is a lot of talk about Kamala running for president in 2024, because Brandon is likely going to step down.

Hillary Clinton is apparently in the running, having recently condemned Kamala.

I just watched this recent video clip of Kamala talking about a bus with a USB charger, and I’m not really convinced she is a real person – at least, that she is human.

I have never in my life seen a person talk this way, or even any way similar to this at all.
