Why on earth would these people do the same thing they were doing at home after they had been moved to a different geological location?

More than 600 new victims of female genital mutilation (FGM) have been identified in seven months in the West Midlands.
Hospital statistics revealed there were 632 new cases between September 2014 and March 2015, a report from the West Midlands Police and Crime Panel said.
Between January and November last year 118 cases were referred to the West Midlands force.
A new task force to tackle mutilation was being launched, the panel said.
Further work could be carried out to consider “how to achieve best outcomes in tackling FGM”, it said.
This situation points to just how idiotic and childish SJWs are. They literally expect that once you move someone from one geographical location to another, their behavior magically changes.
Why would that happen?
What is the reasoning?
What type of evidence exists to support the theory?
The fact that the establishment flips out about this but continues to allow legal male genital mutilation also demonstrates the fact we are living in a matriarchy, where boys simply do not matter.
