This is really brutal. These people have never adapted to civilization, and thus are incapable of bracing themselves for these sorts of things.
The just and good thing to do for the black and brown people is leave them in their natural environment, and not try to civilize them. This would prevent all of the tragedies we see in these places as a result of poverty, which is itself a result of an inability to deal with development.
