Black Inmate Appears in Court for Dealing Fatal Blow Against White Inmate

A prison inmate identified Tyree Carter as the person who delivered a fatal blow during an August 2017 incident at Mansfield Correctional Institution.

The inmate at Warren Correctional Institution was the second witness Wednesday in Carter’s trial in Richland County Common Pleas Court.

Carter, 24, is charged with murder, two counts of involuntary manslaughter and felonious assault in connection with the death of Michael Dodgens.

The inmate said he saw the attack from the window of his cell. On cross-examination, defense attorney Roeliff Harper questioned his eyesight.

The inmate is serving a sentence for burglary. On the day of the MANCI incident, he was being held in segregation because he failed a drug test.

He said he had used suboxone.

Carter already is serving a seven-year sentence for aggravated robbery, aggravated burglary and felonious assault, along with a gun specification. The offenses happened in Stark County.
